Replace baseline CI with explicit PR and full compatibility selections, minimum Rust validation, both Alpine architectures, checksum-verified runtime downloads, artifact/report uploads, and independent dependency audits. Nightly reuses only successful full-validation evidence on the same main SHA for at most seven days; skipped runs never refresh that evidence. The ci:full label opts a PR into the full matrix.

Actions are pinned by reviewed release SHAs. PR jobs are unprivileged and cache-free. Enforcing the workflow definition from main requires the documented organization ruleset after merge; repository YAML alone does not install that policy. Alpine edge transitive packages remain mutable and are documented as a compatibility environment.

Validation: policy/gating tests; actionlint/zizmor; local runtime digest verification and native archive inspection; Rust 1.92 minimum build. CI provides the cross-platform execution evidence. Based on foundation/tests.

CI evidence: validation run. The ordinary PR selection covers Linux current/minimum and macOS ARM, plus hygiene and minimum Rust.

Stack (merge in order): #32 → #33 → #34 → #35 → #36.
